Bill Koehler organized the first comprehensive temperament testing in California and acted as a professional consultant to the Chief of the Biological Sensors Research Department, Walter Reed Army Institute of Research, law enforcement agencies and expert in the courts of California, Wisconsin and Hawaii.
Bill Koehler loved children and regularly babysat the two girls ( Grace and Julia Smith - picture on the right) when they were toddlers.
